The World Government in One Piece
The World Government is a massive political and military entity that has maintained control for roughly 800 years. Its formation and expansion are central to the series' mystery.
The 800-Year Foundation
- The Void Century: The history of the world between 900 and 800 years ago is known as the "Void Century," a period for which all archaeological records were erased.
- The Alliance: Roughly 800 years ago, a coalition of 20 royal families (the "First Twenty") formed an alliance to wage war against the "Great Kingdom" and a figure known as Joy Boy.
- Establishment: After defeating the Great Kingdom, these 20 families founded the World Government. They moved to the Holy Land of Mary Geoise to rule as "Celestial Dragons," with the exception of the Nefertari family, who chose to remain in their own country.
- The Secret Ruler: While the "Empty Throne" is meant to symbolize the equality of the founding families, it is a facade. In reality, Nerona Imu has been secretly ruling the world from the shadows since that era.
The 170+ Countries
- Expansion: Following the initial alliance, the World Government spent the last eight centuries expanding its influence by inviting or compelling other nations to join.
- Current Membership: Today, the organization is composed of over 170 affiliated countries.
- Structure and Governance:
- Autonomy: Member nations generally retain their own sovereign governments and handle internal affairs.
- International Order: Member countries cooperate with the World Government for international relations and gain military protection from the Marines.
- The Heavenly Tribute: As a condition of membership, nations must pay a tax known as the "Heavenly Tribute" to the World Nobles.
- Council of Kings: Representatives from these member nations meet every four years at the "Levely" to discuss global affairs.
While the World Government claims to be the legitimate ruling body, the series highlights that this "global peace" is maintained through corruption, the suppression of history, and the brutal enforcement of "Absolute Justice."
